Melt butter in a skillet over medium heat. Add orzo and cook until golden brown.
Stir in onion and cook until onion is soft and translucent; about 3 minutes.
Add garlic and cook 1 minute.
Stir in rice, chicken broth and parsley. Increase heat to high and bring to a boil. Once at a boil, reduce heat to low, cover and cook for 20 minutes. The rice should be tender and liquid absorbed when done.
Remove from heat and add Parmesan cheese.
